Robert Fulton(1765-1815)
 Fulton, civil engineer, inventor, artist, experimented with mines and submarines, as early as 1797. He envisaged new and powerful weapons that would put an end to naval blockades and ensure the freedom of the seas. Fulton failed in his attempts to convince the French, the British and the U.S. Navy and Congress of the potential utility of torpedo warfare. It was not until a hundred years after his death that Fulton’s ideas were developed and ultimately revolutionized naval warfare, strategy and tactics of with a torpedo that could propel and steer itself.
